Goodbye JEE, welcome ISEET from 2013

The successor to the JEE and AIEEE — for long the gateways to India’s top engineering colleges including the IITs — will be called ISEET, the Indian Science Engineering Eligibility Test.the new, SAT-style exam comes into force in 2013.

The government will scrap all engineering entrance exams, including the IIT-JEE and the AIEEE, from 2013-14 and reduce the stress levels of students.

ISEET will have two parts, Main and Advance, each of three hours duration. Both tests will be given on the same day, between 10 am and 5 pm. ISEET 2013 will be held in either March or April.

ISEET Main will be an objective type exam, and will test comprehension, critical thinking and logical reasoning. ISEET Advance will test problem-solving ability in basic science subjects. The two tests together will indicate a candidate’s scholastic level and aptitude for science and engineering.

The ministry has called a meeting on April 11 to discuss the proposal and sort out the issue. After stiff opposition by the IITs on the HRD ministry’s proposal to change the pattern of IIT-JEE exam from 2013 — by giving 40% weightage to board marks — a ‘compromise’ formula may evolve for admission, which keeps the weightage proposal intact without diluting the traditional structure of the exam.— Hindustan Times

Months of confusion and deadlock over proposed common engineering examination is finally going to end. The ministry of HRD has confirmed to TOI that a final decision on the proposed Indian Science Engineering Eligibility Test (ISEET) will be taken on May 28.

Speaking to TOI from New Delhi, HRD minister Kapil Sibal’s private secretary Uma Shankar said, “We had a productive meeting with the IIT Council on Saturday. From 2013, aspiring candidates for IITs and other central institutes like NITs and IIITs will have to sit under new a format of common entrance test which will also take plus two board results into consideration.

The announcement was made today by HRD minister Kapil Sibal after chairing a meeting of the joint councils of IITs, NITs and IIITs.

Emphasising that there was no “dissent” among the councils about the move, he acknowledged there “was a lot of resistance during the consultation process from the IIT system”. IIT senates especially the faculty federation had been opposing the new format.

But Sibal said the selection of the candidates for the IITs and other central institutes would be different even as all the aspirants will have to go through all the steps under new format. This system will replace the IIT-JEE and AIEEE.

Students will sit for a main test and an advance test conducted on the same day.

For admission to all the centrally funded institutes, there would be 40 % weightage for performance in Class XII (after normalisation of marks), 30% weightage to performance in main and 30% in the advanced test.

In case of IITs, there would be a filtering process involved. The board results and the main test will be given 50% weightage each. Only the top 50,000 students will be selected for the advance test after taking into account their performance in the board results and the main result.

“The merit only in advanced examination will be considered for admission” to the IITs, Sibal said.

At the same time, he added, the IIT council has agreed to move to the other system by 2015. Explaining the selection of candidates under the new format for the IITs, one of the IIT directors said results of advance test of only those students who have crossed the “barrier” of the 50% weightage to board marks and mains will be counted while preparing the merit list.

Even as the process of selection to the IITs would be different then other institutes, he said the counselling to IITs and other institutes will be done jointly and allotment of seats will be done together.

“I as a student will get a rank in IIT and also get a rank for NIT and IIIT. I will give my choice in both and depending on which is my first choice in either, I will get a seat,” he explained.

While the main test shall be multiple type paper, he nature and modalities of the advanced shall be determined by the Joint Admission Board (JAB) of the IITs.

Sibal made it clear that JAB of the IIT system would have complete control on matters such as paper setting, evaluation and preparation of merit list over the advanced test while CBSE will provide administrative support for conduct of the examination.

For conduct of the main examination, an expanded joint admission board will be constituted including the NIT, other centrally funded institutes and state government representatives.

Noting that state boards would have the flexibility to adopt the new format the determine their own relative weightages, the minister said Maharashtra, Gujarat and Haryana have evinced interest adopting the new format.

IITs agree to compromise formula for entrance examination

Students aspiring to enter IITs next year can heave a sigh of relief. The HRD ministry and the IITs have finally resolved the row over the entrance exam by agreeing to a compromise formula at Wednesday’s IIT Council meeting in Delhi.

There will be two parts (main and advanced) of the entrance exam now, as opposed to the single test proposed by the ministry earlier. The new pattern will be implemented from 2013.

The IIT Council put an end to the confusion over the new JEE mooted by the ministry by approving the compromise formula proposed by the IITs’ Joint Admission Board (JAB). According to the new pattern, the main test will be equivalent to the All India Engineering Entrance Test standards, and 1.5 lakh candidates will be shortlisted from this test for the advanced test.

For admission to IITs, a candidate will be judged on his/her performance in the advanced test and whether he/she is among the top 20% scorers of his/her respective board. These top 20% will be decided based on their individual board’s aggregate performance.

Devang Khakhar, IIT-B director, said, “Considering that the candidates appearing for the advanced test will have to be shortlisted from the main test, there will be sufficient time between the two. Earlier, IIT aspirants needed a score of above 60% in their board exams. Now, as they need to be among the top 20% in their respective boards, they will have to score much more in their board exams.”

The JAB is expected to release the specifications of the test, which includes dates for main and advanced, in August. IIT-Delhi and Kanpur, which had opposed the single entrance test and announced their own entrance exam, are likely to take back their decision.

Meanwhile, the council’s decision of approving the compromise formula has received positive reactions from the IIT circle.

However, the weight given to board exam marks is again a stinker.
An IIT-B professor said, “Now, students won’t know how much is enough in board exams. The top 20% will be dependent entirely on the individual boards considering the different evaluation patterns.”

A student preparing for the JEE said, “Earlier, I knew I had to score more than 60% in board exams. Now, it’s completely unclear. I will have to prepare really hard for the IIT entrance as well as board exams and score well in subjects such as humanities too, which the IIT entrance test doesn’t give much importance to.”

“Top 30% scorers from each board should have a chance. The syllabus and evaluation of every board are different from each other as well as from that of the IIT entrance test, which is considered an aptitude test. With a candidate’s aptitude being judged on certain board subjects which aren’t important for IITs, the weight given for board exam marks is unfair,” another IIT-B professor said.

Praveen Tyagi, managing director of the IITian’s PACE, a JEE coaching class, said, “The government seems to want to force students to take board exams seriously. Instead of this new pattern, it should introduce quality education at board levels so that students will genuinely be interested in studying for the board exams. However, with admission to IITs depending on the advanced test, the quality of students is definitely ensured.”
